Under most Australian state laws, an OC can only refuse on reasonable grounds — cost, safety and impact on common property need to be genuine.
Metering: where the power comes from matters
Sub-metered from your unit: cleanest solution — the power shows on your bill, same as any other appliance.
Off shared common-area supply: needs a separate meter, a shared billing platform, or a fair-use policy.
Some buildings run a full EV charging network from Chargefox, EVSE, EVUp or similar — you pay per kWh through an app.
Load management is usually mandatory
Load-managed chargers throttle down when the building's supply is under pressure — this is often a condition of OC approval.
Zappi, Wallbox and Ocular all offer strong load management options that work well in strata settings.
